Wellington Becomes First NZ City to Charge Motorcycle Parking Fees

New Charges in Effect — But Controversy Continues

Wellington is now officially the first city in Aotearoa to charge motorcyclists to park. The new fees are now in effect citywide, following a 13–5 council vote in favour of the decision.

Motorcyclists will now pay $1 per hour, with a daily cap of $6 in designated motorcycle bays.

The Wellington City Council (WCC) says enforcement won’t begin immediately. Fines are expected to start in 3–4 months, once signage is fully installed.

For now, riders are encouraged to follow the new rules, even though many remain strongly opposed.

Public Reaction: 87% Say No

Against the backdrop of a cost-of-living crisis, the move has stirred strong backlash. A council report revealed that 87% of motorcyclists opposed the parking fees during the consultation process.

Critics say:

• The fees are unfair on low-income and student riders

• Motorcycles are low-emission and space-saving

• Many riders may now avoid paying and park in hidden spots

Councillors Divided

Cr Teri O’Neill Foon said it was a “really difficult decision” for her, acknowledging that cars already pay, so parity was needed.

But Cr Ben McNulty opposed the fees entirely. He warned that riders might need to work “three extra shifts” just to afford the fees — not including the cost of potential fines.

Is It Worth It?

There’s also concern that the cost of enforcing and administering this new system may actually be greater than the revenue it brings in.

Some expect a wave of non-compliance, with motorcyclists potentially hiding their bikes behind buildings or parking illegally to avoid charges.
