A Utopian Vision for the Capital

A carless city isn’t just a dream—it’s a vision of cleaner air, quieter streets, and more pleasant public spaces. Instead of battling traffic or spending $250 on airport parking, people could walk, cycle, or take public transport, enjoying faster, greener, and healthier journeys.

Wellington already boasts a network of public and active transport initiatives, but many argue the city is still too car-dependent. Proposals for new road tunnels come with hefty price tags and years of disruption. Experts say there’s a better way. The Golden Mile upgrade could deliver almost four times better value for money, and the Harbour Quays project, which lost Waka Kotahi funding, could have delivered nearly 13 times better value—all without digging another tunnel.

Public Transport: Faster, Cheaper, Greener

The cheapest and fastest way to improve people’s journeys is by boosting public and active transport. Wellington is a city of walkers, bus users, and cyclists—or at least it could be. Current stats show the Wellington Regional Council’s target is just 39% of trips using active transport by 2030, leaving 60–70% of commuters still reliant on cars.

Duncan Domett observes: “Drive into town and all you see is four lanes of cars, two lanes parked, two lanes barely moving. It’s a total waste of space.”

The Case for Carless Days

Carless Tuesdays could be a first step. Start small: leave the car at home one day a week. Then perhaps try Wednesdays. The city would feel more open, cleaner, and friendlier. Making public transport faster and more comfortable would naturally reduce the number of cars on the road, easing congestion for those who must drive.

Investing in public transport isn’t cheap, but it’s far more effective than another tunnel. Upgrading Wellington’s train network, for example, is estimated to cost $800–900 million—but it would benefit far more commuters than expensive road projects, without years of disruption.

Wellington can be more than a city of cars. With bold initiatives, progressive policies, and a willingness to rethink commuting habits, a car-free day could show residents what the city could truly be: greener, healthier, and more connected.
