The sentencing of former Kāpiti Coast GP Jared Cook has sparked serious questions about accountability, public safety, and whether justice has truly been served for victims of sexual offending.

Cook has been sentenced to 10 months’ home detention after admitting to multiple indecent acts involving teenage boys — a decision that has drawn criticism, particularly given his prior conviction for assaulting young boys in 1997 while working as a camp counsellor.

A Pattern Repeated?

Between 2014 and 2020, Cook befriended families and then inappropriately touched teenage boys, often in his own home. The court heard the offending was ongoing, persistent, and repeated, a point emphasized by Judge Bruce Davidson.

Yet despite this pattern — and despite the judge acknowledging an “indecent component” in Cook’s earlier offending — the sentence stopped short of imprisonment.

This raises a difficult question: when repeat sexual offending is acknowledged, why is jail still considered unnecessary?

Victims’ Voices vs the Sentence

Victim impact statements painted a devastating picture. Survivors spoke of lifelong trauma, broken trust, fear of hidden cameras, and an inability to sleep. Parents described lasting guilt and a sense that their children’s innocence had been stolen.

One victim told the court, “It’s something I will remember forever, as much as I try to forget.”

Against that backdrop, the outcome prompts another uncomfortable question: does home detention adequately reflect the harm caused?

Remorse — Genuine or Convenient?

The Crown was openly skeptical of Cook’s claimed remorse. Prosecutor Tim Bain described his contrition as “too little too late,” questioning last-minute letters of apology that appeared to be cut and pasted, and pointing out Cook’s failure to initially engage in treatment or restorative justice.

Bain also raised concerns about Cook’s living arrangements while on bail, and questioned psychiatric reports that appeared to focus on harm to only one victim.

“Which boy?” Bain asked. “We know of at least four.”

If remorse only emerges at sentencing, should it carry significant weight?

Trust, Status, and Sentencing

Cook’s status as a medical professional adds another layer to the case. Doctors are entrusted with access, authority, and credibility within communities. When that trust is abused — especially involving children — should sentencing reflect a higher standard?

And more broadly: would an offender without professional standing have received the same outcome?

A Wider Issue

This case reignites debate over how New Zealand’s justice system handles sexual offending against minors, particularly where there is repeat behavior and significant psychological harm.

Home detention may limit freedom, but victims and their families will live with the consequences indefinitely. As communities digest this outcome, the central question remains:

Does this sentence priorities rehabilitation — or does it risk sending the wrong message about accountability, deterrence, and the value placed on victims’ suffering?

For many watching closely, the concern is not only about one case — but about what it signals for future ones.
